I recently relocated to the US from Europe.
As an average European I am used to small coffee shops on every corner, coffee machines on each floor and restaurants serving delicious cappuccino 24hours a day.
When I ask a waiter for a cup of latte here I get strange looks and am either told that they don't serve coffee or it takes them ages to bring a bitter brown liquid in a huge plastic cup.
Am I missing some special local tradition or a rule?Am I looking in the wrong places?

Looking in the wrong places. Coffee shops aren't on every corner, but there are plenty of options, especially in the more trendy areas. Diners and chain restaurants tend to have awful coffee as a rule. Local restaurants are hit or miss.

What area of town do you live/work in? We may be able to help with some suggestions.

Check out N.Cal's suggestions.

Unfortunately, Lebanon isn't going to be a good spot for coffee. The best you will do there is Starbucks, but at least they have a variety of coffee drinks.

Seems to be a market here for big chains Starbucks, McDonalds, Dunkin Donuts, etc. May be more of an ice tea & sweet tea market.

Oh yes, Dunkin Donuts had probably the most OK cappuccino I had here so far.

All are in Gulch or Germantown except as noted*.
