I would install some security cameras on your home. And make them conspicuous. In case they decide to retaliate in some underhanded way. They need to know they are being watched at all times. I would also install the tallest fence allowed by zoning between the properties, followed by a wall of arborvitaes. I would also have your attorney send them a certified letter explaining that you would rather NOT involve the town, but will do so if they do not address the situation. Give them one last chance to do the right thing. Make sure you explain the precise negative effects that you are experiencing from their neglected pool. Aside from the idle personal contact you have had so far, these people now need to know how serious you are. That needs to be done in writing, through your attorney, and delivered in a fed ex package that requires a signature. In most cases, this will work.

Don't forget the cameras. I would also install a higher end security system to protect your home while you are away. Bad neighbors are usually horrible and sneaky, you need to leverage technology in a conspicuous manner to act as a deterrent. I would also alert the other good neighbors so they can keep an eye on them.

Also, it might be more effective if you can involve the neighbors on the other side of and behind them. If they were to receive 3 Fed Ex letters from 3 attorneys, it might get their attention despite their apparent bad attitude.
