So in theory you could be on hold for a year with a low number and then once you go off hold you could be called quite quickly? I asked Penn South and haven't gotten an answer.
Penn South will never answer any questions about being on hold. :-) I suspect it is an extra hassle for them.
To address your question: From what others have said, especially on the 2014 thread, that is the case. You can come off hold and be called very quickly, depending on how far you've moved up while on hold.
I also would like to know how to update address. Today I checked my number and my number moves up 1 spot. This occurs probably because 1 applicant has put his/her application on hold. The movement is very slow!
Judging from what happened with the 2014 waiting list people, Penn South didn't update the list that often, maybe one or twice a year. When that happened, there was quite a bit of movement.
I think you are correct that the incremental moves were are seeing are from people ahead of us on the wait list asking to be put on hold.
You should email Penn South about updating your address.
I had a waiting list question and spoke with their in-house computer guy who told me they update the lists quarterly. I would think around 10/1 you will see updates.
