It's just that (I believe) the landlord is trying to deregulate the “Roberts” apartments and the tenants association fought it. The landlord lost but is planning to appeal. I don't know if Roberts apartments are included in any of the four (to date) lotteries.
Not definitive but this is comforting: The apartments available through the housing lotteries are typically rent-stabilized, which means that the terms of the lease and rent increases, etc., are regulated by New York City and State. While you will be required to report your income annually, your rent will not change despite fluctuations in your income.
Appeals are generally very hard to win. And the negotiations are not so much with the city which may look at long term benefits. The tenants themselves will vigorously oppose an appeal and not be willing to give up rights. Good for the tenants holding the line on this.

This is good news. They only had posted one so far (have been checking the website daily) nothing else so far. Hopefully they post some cheaper lower ami ones as well.
Washing machines are not allowed in Stuy Town/PCV because the plumbing is not adequate. If someone has an illegal washing machine it causes all kinds of problems for all apartments in that line.
Apartments are inspected annually to check for lease violations, such as pet Bengal tigers, grow farms, ghost kitchens, etc.—none of which has been found here, to my knowledge
