If those black women lived in a safer area those victimization rates would clearly go down.
The defining factor is then proximity to areas were crime is likely to occur. Not many white women in ENY/Brownsville/Carnasie compared to black women right? The ratio is about 15:1. If for some reason it was reversed, and white women instead of black women lived in those areas then the statistics would show white women being victims of crime more.
Hence that's why people don't want to move to certain areas, to avoid that pervasive crime.
