I never said that is was good, I just said that is how it is done. I am sure if it was done there, developers would find enough people willing to buy and rent there, especially if it caused slightly cheaper rent for new development.

Of course that doesn't mean they can't add working windows, it would just let in more noise when you had the windows open.
