Even if obamacare turns out to be a train wreck which many are predicting, people benefiting from it would kick and scream if they dare try to take it away.
Same is happening with welfare and section 8. Oh god forbid they try to take away welfare and section 8, the underclass would have a heart attack.

To be completely fair, if the government just instantly ended up Section 8 cases you'd have a lot of people out on the street, plus landlords would probably burn their buildings down for the insurance money or otherwise lose them to banks in defaults. It would be an utter disaster.
How you handle this is you more gradually reduce Section 8 and welfare caseloads. You also gradually reduce the number of apartments that take Section 8. While this is going on, you also more actively encourage people to work.
Btw, I do support section 8 for genuinely disabled people (there's disability fraud out there, so some people fake it/bull**** it to get SSI).
