The costume people they could likely go after for copyright/trademark violations. But they can't stop people from panhandling (unfortunately), and the can't stop women from going topless (fortunately).

What's the big deal? This is Times Square. I think deBlasio should crack down on all the begging and yelling for money and swinging off poles/horrendous singing that's happening in the subways. Now that would be a public service if he can get rid of all that.
Deblasio needs to focus on real issues such as the homeless epidemic in this city. These women are violating no laws and are well within their rights to do what their doing.
no, you can't put a bra on it because that is not the law. law allows a woman to go barechested just like a man would. the naked cowboy is doing exactly what the ladies are doing except since 1995 from what i can remember. there's nothing deblasio should be able to do about this. thank goodness.
too bad. i guess next show would be some guys pan handling there on their painted 12+ inches... did the law ever specify that no pan handling with painted body parts?
public nudity in the most visited and dense part of america reflects poorly on this entire nation, even if the law does not specifically rule against it. people with common sense of shame and decency would need to step in to interfere.
I would love to hear what Trump says about this.

responsible parents can avoid bringing their kids to obscene broadway shows because they perform behind walls; but TS is an open public area where people of all ages are entitled to stroll and enjoy; imagine that you were walking there with some young teen girls and guys with painted private parts coming up to you for photos; how would you feel? where else do you see female animals expose their boobs freely and shamelessly? in the jungles and the zoos; are you willing to see that the TS regresses into a zoo-like place when it comes to public nudity?
P.S. do not think that I have anything against those lovely boobs... they need to be hidden for the appropriate places and occasions only, not exposed to everyone under broad daylight in the civilized world.

If you don't mind exposing your children to random naked humans, please bring them to designated places or invite naked shows into your own home. The general public, if I may speak on their behalf, still prefer to avoid public nudity to maintain a humanly decency.
I bet if squirrels knew how to make clothes, they would avoid running around naked in front of others.
Naked people on Times Square can be used for sex education.
