If I may ask why do you call them tacky? If they were recovering from an illness such as cancer you'd call them courageous, if they were in Vegas you'd call them show girls.
Everything has a context to determine appropriateness I guess.
Hold on, the women are painted not fully topless showing it all all over for money. This aint a strip joint, it's a public street. I am there often and see them, but no longer take photos as I am tired of them.
If anyone wants to see fully topless, come to Breezy Point or Rockaway or even Coney Island gets some topless babes.

Those poor horses were in sad shape when we saw them. We were actually going to go on a ride until I looked closely and noticed them stumbling and appearing to be tired and in pain.
I say if your gonna crack down on the painted boobs crack down on all the street performers and costume people. It's only fair. The Daily News had the idea of designating Times Square as "parkspace" that way all panhandling would automatically be illegal there.

I wish they would crack down on all the street performers. Frankly they're a nuisance and one of the many reasons I avoid Times Square.
He should do the same for topless men...equality you know.
Personally I don't care if they want to be topless. It's the begging for money part that bugs the crap out of me.
