But isn't this better than urinating in elevators and staircases if restaurant and coffee house owners forbid non-customers to use their restrooms?

If city paid them more and I am sure some will be able to actually afford to live where they are working.

Instead you have cops coming from upstate with maybe negative stereotypes of the neighborhoods they patrol and it will play into how they interact with people
