There's definitely been flooding in Nanuet, just google it and you'll get lots of results. I've never lived there, just spent time passing through, and don't know enough about the neighborhoods there to tell you which but I had friends who used to live there and know it's been an issue.

There's a big mall and a Costco in Nanuet, a lot of pleasant-looking neighborhoods. A big Orthodox Jewish population--or is that more in Monsey?

It's not far to the TZB but I-87 can get really crowded at rush hour. There are secondary routes to it, though, to avoid the main highway.

Is your sister commuting to the TZB or over the TZB? That could make a big difference considering the fact that they're planning major work/replacement of the bridge.

Nanuet is a hamlet in the Town of Clarkstown, Rockland County.

NYS Geographic Glossary may be of some help to you and your sister in understanding the geography of New York.

I'm nearly certain there is. If not, you can easily lock it to a metal bar / post without issue.
