First off, NH does have an income tax. It's a 5% flat tax on interest and dividends, but the state does not tax earned income or capital gains or pensions of any kind. Vermont has a progressive income tax, which ranges from 3.55% to 8.95%. Retirees on fixed income don't pay very much in state taxes. New York State does not tax most retirement income but income from private pensions, interest, dividends and capital gains are taxed at rates from 4% to 6.5% with much higher rates for big earners. You haven't listed Ithaca, but the cultural venues there make it a good choice for retirement. Apartment rents are expensive.

Bennington is a pleasant town, but it's not really cool. Ditto for Concord. Rents are quite high in New Hampshire because local and state governments rely on property taxes as their major source of revenue.

If coolness is your major objective, Brattleboro, VT is the hands down winner.

I wonder with Ithaca, if rentals on the edge of the city/into the suburbs would work?

A couple of small cities in NY that may also work are Corning and Oneonta.
