Which does not mean "NYS May Mandate COVID-19 Vaccination." Just because one lawmaker proposes it does not mean it is "NYS" looking to mandate it. What a misleading, sensationalistic headline!
Not happening, you can't force vaccination on anyone.
At this stage, I agree that they should not be forced on anyone. However, there could be disincentives to not getting vaccinated as there already are with some other vaccinations.
For example, requiring vaccinations to enroll kids in schools, to travel by air, train, bus, etc.
If you want to live off grid, apart from society, you can. That is one of America's truly exceptional opportunities.

Most refuse to acknowledge even though many kids are vaccinated, most adults are not. The protection from a vaccine runs out in childhood. No adults are going around getting new rounds of the MMR or Tdap.

Some vaccines provide lifetime protection. That from MMR wanes vey little. Adults are advised to get the Tdap at least once, with women getting it with each pregnancy, to boost pertussis immunity. After that adults should get the Td at least every ten years.
There is still a pool of adults who are immune to diseases for which there are now vaccines because they had the diseases as children before the vaccines were available. Those of us in that pool are now old, however, and it is diminishing.

But they can. Indirectly.
Gov/public jobs can make it policy. No shot...no job.
And they can also, *ahem* put pressure on the private sector to mandate the vaccine for employment.
So they may not get away with having everybody line up Big Brother style and get your shot and micro chip and ID card or whatever, but they can create ways to force you to get the shot.
