For Oakland Beach, yes, you have to live in Rye, otherwise you pay the "non-resident" prices.
Mamaroneck has Harbor Island park (I'm not sure I'd call that a "beach" though) which is a county park, not a village one. There may be small beaches in Mamaroneck that are strictly "residents only", but I don't know much about that.
