In reality, towns closer to RTP have the advantage. This is why western Wake exploded, as people can now easily commute to RTP from areas as far as Holly Springs. Keep an eye on the new stretch of 540 in those parts.
You don't want to be on the wrong side of the Triangle i.e. east of Raleigh (Wendell, Zebulon, etc).
Rocky Mount is on the wrong side of the Triangle. Meaning one could easily commute to RTP from towns like Hillsborough or Mebane, but Rocky Mount is a little too far east. Still, Rocky Mount is only an hour from downtown Raleigh so perhaps it'll grow. If Clayton can grow like crazy, I'm sure other towns south or east of Raleigh can also grow in the future. Towns located within an hour's drive of the Triangle have an advantage.
Rocky Mount is way too far from the Triangle to ever benefit from its growth in our lifetimes.
Places like Rocky Mount died out primarily due to the decline of manufacturing in America. No major university like Greenville, no military base like Goldsboro and Jacksonville, and this is what you have.

Why is Wilson doing relatively well and looks far better than Rocky Mount? They are geographically similar
I think it mostly has to do with Wilson's history with banking (where BB&T started), as opposed to the run-down mill/railroad town which is Rocky Mount
Why? The only reason would seem to be that one has a family connection. I know someone there who has a work from home business. How do you plan to make a living?
BTW, there are a couple of liveable homes for sale, but the rest are wrecks. The population has been declining since 1970.

I can't call Scotland Neck the worst town in the state. It has one asset which is unique: the largest waterfowl sanctury in the state (or anywhere), the Sylvan Heights Bird Park. Privately founded in 2006, it has lovely landscaping and hundreds rare birds in a natural setting: https://www.shwpark.com/
I would say Fayetteville and Jacksonville would be right up there.
