The city-data crime index went from 327.7 in 2006 to 90.3 in 2019.
Can anyone familiar with the area fill me in on how they managed to reduce crime so dramatically?

Several guesses:

1. Redistricting of the schools.
2. Two notorious families moved out.
3. The new legislation on how to categorized crime went into effect.
4. They defunded the Waxhaw police force.
5. Everyone has been watching the Perseid meteor shower.
6. I have no idea!

Its a small town...doesn't take much of an increase or decrease in number of crimes to change an index.

I’d wager crime did not change that much, but the population soared. Then again it could have been the meteors!

The Moon effects tides, meteors must effect something. Oh gosh, do I see a taxpayer funded government study coming?????

I would think the reason would be it's in a fairly affluent area relative to much of the state (which statistically is normally associated with lower crime rates), and it tends to attract middle to upper-middle income families moving there who are statistically less likely to be involved in crime, which drives the crime statistics downward.
