Yes, where is this intersection with not a single sign indicating No Left Turn or One Way or Do Not Enter where police hand out tickets for illegal left turns?

The concept behind my question remains, though - how can he say it shouldn't be a violation because the driver is not informed of the rule, yet people who drive that way on subsequent trips (not their first encounter with it) figure out that there is a rule? I know of some spots near me where occasionally a motorcycle cop will be watching an intersection and pull over drivers who went straight from a left turn lane. It's a road where the right lane, which is the "through" lane, gets backed up and it's not fair (or legal) for drivers to go to the front of the line in the left lane and then go straight instead of making their left turn.
