Sort of. Both counties are growing at the expense of the core county. However Franklin county is still growing and Hamilton has struggled.

In Cincy's case, sprawling out from the core county in population is happening.

This is likely happening in Delaware too, but Columbus/Franklin county are still growing.

Depends on where you live. Lebanon and south is oriented toward Cincinnati; north of Lebanon is oriented more toward Dayton.
