Victims of sexual assault are feeling shameful and embarrassed many times...they don't report because they know the perpretrator and think there is something they could have done differently. I work with a woman who was sexually assaulted by a coworker when she was about 18. She never reported, but still carries the aftermath of the experience.
I didn't know the exact stats but it doesn't surprise me - still a nation of blame the victim where that is concerned.
