Giving any government that kind of power is terrifying. So no. But there are many 'parents' who should not be responsible for children.

Who determines the criteria needed to obtain this license? What is education? Education on how to parent or K-12, or both? What is training/counseling? What happens when people don't get a license and have a kid anyway? Are we going to put them in jail? Fine them? "Eliminate" the kid? How would doing these things lead to better parenting? It's plenty of people who have at least some form of all those requirements, yet clearly have no business being a parent. Who's going to pay for all of this? Individual out of pocket? Taxes?

I've often joked that people need a license to have kids. But it would be a logistical nightmare.

Get the government out of it completely - and that includes it encouraging people to have children they can never afford.

Good comments, anadyr21 - however, these sort of concerns has not impeded government to step in to limit/restrict/govern our freedoms in other ways now, has it?

The slippery slope argument certainly does put many issues/discussions such as this to rest quickly, I've found.
