I would think Wynn and Blatstein are probably the top two contestants. They had the best proposals bar none.

Everything starts with a plan or a proposal.

And the University City Science Center is very much an "ongoing project" - it's been evolving and expanding since 1964. (Some in West Philly, however, still mourn the working-class, mostly black neighborhood that was removed to create it. The University of Pennsylvania, the Science Center's next-door neighbor to the south and one of the prime movers behind its creation, has been trying to make amends ever since. Full disclosure: I worked at the University for 17 years, from 1985 to 2004. I spent 11 of those years in its media relations office, working for a few of those 11 with Ira Harkavy, head of the Center for Community Partnerships, on media and outreach. The CCP was one of Penn's prinicpal means of making amends, and Harkavy - a '60s activist turned academic/bureaucrat - was well suited for the job.)

In the meantime, if you want news about ongoing projects, check out many of the links upthread in this very topic, or the posts that flow daily on development blogs like Naked Philly and the one I edit. You will find small-scale projects, mostly residential but some not, going on all the time all over the place.

As I told a good friend of mine in another city who is developing wanderlust, this is a very interesting time to be in Philly.
