I would look into the Cedarbrook neighborhood which is the northwest corner of the city.

One thing - Mt Airy and Chestnut Hill are great areas, but not suburbs. They are within the city limits.

A Philadelphia definition of 'black middle class' might shock someone from certain other places.

That is a great list, but I would add Landsdowne in the suburbs. And Mt. Airy absolutely.

Chestnut Hill is in the city limits but it's far from urban. Same goes with most of Mt. Airy.

Jazzy, I think you will find Phila. a great place to live, if you do move here. I'm white but I love the suggestion of the Mt. Airy section of the city. Lots of old stone homes with character, and a wonderfully integrated area where all races seem to peacefully co-exist. Good luck to you!

Jazzy, I currently live in the DC metro and I also have a vague notion of Plano from some family visits to Dallas.

You definitely will not find cohesive mid-to-upscale African-American enclaves around Philadelphia as you did in Prince Georges County. But the suggestions above - particularly from bicoastal10 are a good place to start.
