What can I except for 800 to 1000 sq ft in the central and east valley? I was seeing $9 to $15 per sq ft. This normal?

yes. they are asking 4000 per month for 5300 sf at IS and N 7th St.. It's relatively low by most standards--but certainly not free or dirt cheap.
