Phoenix probably would have ranked even higher if not for the extremely hot summers. Notice how the top three cities have better climates than Phoenix overall ... especially more pleasant summers. This makes a big difference in healthy living and how a person feels in general. Not too many people care to be outdoors when it's over 100 degrees constantly for three or four straight months. Being out in extreme heat for a lengthy time can create many health risks, which certainly can age a person.

Phoenix offers many opportunities for people to be healthy. The city offers some of the best health care in the country. There are many grocery stores that offer organic and healthy food on the cutting edge. There are many restaurants that cater to healthy lifestyles. There are many parks, biking trails, hiking trails in addition to natural terrain. There are many upscale gyms and work out facilities. There are many groups and social networking for people who enjoy competing in endurance sports. The year round warm weather provides an opportunity to engage in outdoor sports. In the summer, you can be outside in the mornings and in the evenings. From October to May, you can be outdoors during most of the day.

Yeah, I don't know who they were polling, but saying Phoenix is "anger-free" is like saying San Francisco is "lacking fog".
