It depends on what type of blue collar job a person is looking for. Bedroom communities like Peoria need more bedrooms. So as you mentioned, construction jobs are plentiful. With a quick google search, you will see that there is manufacturing jobs in the area. Forgetting manufacturing in other burbs like Glendale and Surprise. Just Peoria offers the following manufacturing jobs:

Glendale Manufacturing Company, Young Manufacturing Inc, Sun Tech Coatings Manufacturing,Hogan Manufacturing, Leviton Manufacturing Co Inc, Adams Manufacturing & Engineering, Magellan Aerospace, Glendale Manufacturing Facility. Frisco is a very nice area, good schools, beautiful homes, loved to shop there. Lived right next door in The Colony for years. Not surprising at all it would be ranked #1 on one of these lists, whether or not some people haven’t heard of it.

VN and MN touched on most of them, but if you’re up for it, there’s a lot of warehouse work in the West Valley and a lot of it pays pretty well. Then of course the Phoenix area has a lot of jobs centered on home building including all of the related work like plumbing, HVAC, roofing, etc.
