I wanted this thread to focus on new housing being built that is not in Allegheny County. Aside from Cranberry, Murrysville and Southpoint / peters is there any new residential construction going on? Beaver County? Any other areas in Westmoreland aside from Murryville? Fayette County etc?

It seems as like there is in some areas. Southern Butler County townships Middlesex, Jackson, and Buffalo all seem to be seeing it right now. Washington County's growth seems to be mostly concentrated around the area you mentioned, Beaver County, a little bit in Hopewell and Brighton township areas, Westmoreland, a little scattered around, it seems like Murrysville has been slowing down in terms of building new housing developments over the least five years or so, North Huntingdon seems to be filling in as much space as they can, and maybe a little bit in Penn and Rostraver. Fayette County is kind of too far removed from Pittsburgh to be considered exurbs, however the Uniontown area has really been trying to revitalize and there may be a little bit of new housing growth in the areas immediately surrounding.
