Every problem has a "supply side" and a "demand side."

Without demand (Johns) no slave trade. Without slave trade ("massage therapists"), no demand. You have to go to both. In this case, through legalization (unlikely in our sex repressed society), licensing, education, etc. would put a curb on trafficking.... but so would making guys too scared to go to the "Tokyo Super Spa" if they really want a massage rather than Massage Envy.
Busting the massage therapists and Johns just drives it further underground. If in fact they are sex slave workers (doubtful that many are), their bosses are likely to pay the workers even less to compensate for reduced demand.

There is no way to stop the demand. It has been there since creation and will always be there. And the market is HUGE.

Busting a few johns only makes everyone more careful for awhile, but it will never stop the business.

Kinda like getting a speeding ticket. Most people slow down for a week or two, then drift right back to where they were.
