I don't have to accuse you of something you wear proudly on your forehead. And this was your question... "what do they need cash for?"
To which you already provided the answer, and the extent of (non) thinking that went with the answer was tell all of your capacities, hence my "accusations". If you need a better response... have you ever used the ATM to take more than $20 at a time? Therein lies the answer to your question, that doesn't warrant thinking beyond just recalling an experience.

Our schools have a meal card which is prepaid with an atm card. Why would you be taking an expensive taxi when you should be taking a bus with a prepaid bus pass?
I make good money and I don't carry more than a DOLLAR in cash. I use plastic for every and anything.
I said, "welfare" such as UI are now generally set up as checking accounts but only with debit cards and no checks. That is because you brought up checking accounts.
You're way too sure of everything.
Even if you can't buy a bus pass with a debit card, there is always walking and biking, that you cannot have a nasty answer for.
