Well, according to the OFFICIAL ruling, it most certainly can be. Obviously SCOTUS found no conflict.

Since the state is the entity that licenses business and enforces state law, part of that would be ensuring employees are eligible to work in the state.

The interpretation on further rulings, is going to be awesome.

This sets the stage and they cannot contradict themselves so close to each other, as these illegal alien parasite bills, make their way to the top.

You should probably read the ruling. It isn't anything new and I really don't think it means what you think it means.
