It's a very poor law if ATM cash is available. All this really does is put pressure on the retailers. I'm not sure why people cheer laws like this that do nothing to actually put pressure on the abusers.
Instead of an ATM card, these "wards of the state" should be given a sack of rice and bushel of potatoes.
Alcohol... give them a monetary limit per month to spend on it ($15 probably works).

If you want the luxury of booze, you work and spend your money on it. Welfare is supposed to help people. Only people's needs to be met. Sadly over time, the "needs" sure have expanded greatly..
If you have the money to drink, smoke, get high, and gamble.. you have money for your needs and life.
We do need to cut the 'cash' part of this EBT thing. Why give them cash?

No, they just want to hear "minorities" or other words to describe "welfare" type. It's actually pretty laughable at the hypocrisy at this.
When minorities are called "welfare type", it's offensive.

Good, now make it illegal to use the money for Xboxes, Iphones, and super-expensive clothing and accessories and we'll be golden.
