Then how are they going to pay their legitimate bills/expenses?

Here is a solution...

Completely eliminate those programs and your problem is solved.

Let private donation and help societies be the ones who provide for those in need. They are much better suited to evaluate such conditions and even if they do not, it is their choice and those who support them to allow it.

This way...

Nobody is getting ripped off.

Wow. What an amazing solution! It is mind boggling I tell ya!

Makes me wonder what the hell our government was doing, when they allowed the purchase of booze and gambling in the first place.

Such as?
With section 8, I'm pretty sure the government sends the check to the landlord or property manager.
With food, they get a card and are able to purchase "eligible" items from that card. (I say that, because a lot of what's eligible I disagree with)
Children involved? WIC is a check AND a shopping list all in one!

What ELSE do people hold their hands out for?
Cable? Internet? Cell phones? These are not needs.
Lobster? Other sea food? Expensive cuts of meat? These are LUXURY food items.
Going to the movies? Carnival? Casino? These are luxury things to do, no one NEEDS these.

But then, I have a mental disorder called logic.

Here's an idea, Instead of money for food, have the localities use the money to load the food bank with staples and nutritious food, and allow them to pickup x/y/z amount per week?

That way the states get a discount on bulk purchasing and gets more food for less money and people can get nutritious healthy foods.

That would be a PITA. Why not just program the cards to work on food products only? Seems simple to me.

It's because the government isn't supposed to know what kind of income they have, or they'll lose their free ride.
I pay my rent with a money order and I have a bank account. My landlord travels and is not home for long stretches, I feel more comfortable with a money order, if it may sit in his rural mailbox for days on end

Just because someone receives welfare, doesn't necessarily mean they also receive Section 8 and even if they do, they may still have to pay a portion of their rent. They may also have to pay for utilites (electric, gas, home phone, etc). They may need to pay for public transportation. They would basically have to withdraw money to pay for the various bills/expenses they incur and it doesn't necessarily have to be for anything that is unreasonable/inappropriate.

Localities that have food banks... maybe.

Are there food banks in rural areas where many that live there are poor?
I just read an article over the weekend on how people are leaving the rural areas of the midwest and south leaving a lot of towns that will become ghost towns if things don't change.
