It would depend on a few things. How many conservative Democrats are elected to Congress, do they have 60 votes in the Senate, or do they change the rules to make it a simply majority rules in the Senate.
So, if those things happened, my guess would be some sort of grand bargain on cutting military spending, raising taxes, and cutting SS, Medicare, Medicaid, which might include changing the tax code, etc to reduce long term budget deficits. The democratic party including Nancy Pelosi who is probably the most powerful "liberal" in Washington were all on board with this plan if only the Republicans had of raised taxes. So I think if they get power they enact something like that.
I think there'd be another stimulus. Hopefully they'd close gitmo finally. Get us out of Afghanistan. Then they'd try to position Hiliary to win in 2016

Democrats have been trying to use that "we cut a certain program so that means there is a NET spending cut to the overall budget" scam since Slick Willie taught them how to do it.
When Clinton and Obama had both houses under their thumbs there were STILL increases to the overall Federal budget.

This is the only way the federal government cuts spending is slowing the rate of growth of the budget. The democrats passed a bill that did just that. This is objective reality.

And it happened again with ACA which increased taxes and cut 500million from Medicare only with the votes of Democrats.

Cutting funding for one department and then either raising funding for 4 others or creating a funding pool for a completely new one that needs to be funded in perpetuity going forward is not making a spending cut....
