No - but the U.N. resolution from the Gulf War still stood - Saddam Hussein was required to account for all his WMD stockpile and verify their destruction to the U.N. weapons inspectors. Do you deny that the weapons inspectors were there in 2002? What were they there for if there were no WMD? They were not there to go on a treasure hunt - they knew that the weapons existed because we had seen them back in 1991. They were there to account for their elimiination.
Saddam Hussein refused to co-operate. In a post 9/11 world- Saddam Huseein could not be allowed to possess those weapons. A multi-national coalition agreed and took action.
Where did they go? There was plenty of warning given - and Saddam Hussein likely shipped them over to Syria (a happy thought - NOT!).
He precipitated the invasion by his inaction and stonewalling. He could still be alive today and in control of Iraq had he not given the rest of the world the middle finger.
