He was on duty.. He wasn't on the city payroll at the time, but a officer of the law is considered to be on duty 24 hours a day every day.. It doesn't matter that he was moonlighting.. It's irrelevent....

The security guard was a cop. He's always working as a cop. That's why law enforcement is a PROFESSION.

And he didn't try to barricade a car with his car.

He pursued three shoplifters who had assaulted him with their purses into a parking lot, and he opened their car door to prevent them from driving off. The driver put the car into reverse to run him down. He reacted to the threat by firing his weapon.

Not a good feeling is it.... Neither is being assaulted with a 4000 lb automobile... Just as deadly and much less predictable..

If the police stopped you and you tried to get away and almost run them over, what would you expect ?
That they let you go and maybe give you a phone call later on saying "Hey, come on down. We need to talk to you because you drove away and almost ran down one of our officers. Would 10am be good for you ?"
The point is, he should not have put himself in that situation.

I'm sure she wasn't waving him over to come and stand in the open car door so she could run him over.
