I don't have a USAF org chart ready, but it would be logical if the responsibility for this sort of thing ends at some general's desk. I doubt the civilian administrators in the DoD really know what works and doesn't work when training missile silo crews. Likewise, I very much doubt the President shows up in the missile silo simulator to offer helpful hints.

The larger issue at hand is that the Air Force's best and brightest probably aren't flocking to missile crew duty. During the Cold War, while it was still a bit of absurd theater, there was at least a counterpart to be properly scared of. The mission has become nebulous. Boring duty at least has to be purposeful, if you want to keep people on their toes.
