1. Were the officers "incompetent" or was their management (higher level officers) derelict in their duty as far as ensuring that these officers were properly trained?
2. Have we done anything to address what caused the problem, or are we just throwing low level personel under the bus?

I don't know about "right wing extremists", but as a relatively independant person, I do. I have to question what kind of failures of leadership have lead to the decay in readiness of our strategic nuclear forces. Based on what is reported, I would have to say that military leadership has failed to do their job. And the leader of the US military is???

Of course Obama bears responsibility. And that responsibility is given to those in the chain-of-command to carry out the policies.
Do you really expect Obama (or any other president) to spend time reviewing profiles of all the members of the military all around the world assessing their capabilities and abilities? Of course not. Only an idiot would.
