There is nothing in the Universal handbook on Winning, that states a win has to be by a specific margin.
One single vote is a win. One single point is a win. One nth degree better than your opponent is a win.
You need to re-read the Universal Handbook on Winning.

Good for Terry. Similar orders were put forth by both Governors Warrner and Kaine McDonnell reversed those orders after he became Governor. When state Universities tried to offer the same protections they were told they couldn't offer protections greater than what the state code has by Mr Tea nut Cuccinelli.
