This is a doctor who has seen what Gun shot wounds do to inner city youth. Understand that a "doctor" is concerned about life so his views reflect what he has seen.
I wouldn't view his opinion as "radical" but just facing reality where he lives.
And since it is one of the foundational principles of our great nation and its equally great legal system that everyone deserves a vigorous defense (yes, even cop killers) it is interesting to see how this is considered a "bad" thing by the right wing.
Certainly, with attitudes like that you'd imagine they would be more comfortable in Venezuela, or North Korea.
