In MD Steny Hoyer (D) got his district re-drawn in order for him to keep his seat when P.G County was increasing it's black population for fear that the new blacks wouldn't vote for him.

Rangel is using the lowest common denominator to win, he is now claiming he has some Puerto Rican blood. LMAO, like that should be a big factor. Of course when dealing with the ignorant unwashed masses who could blame him for trying. I just love this line :

Why would a sane person with slight morals want Rangel guiding any ship. And what does Rangel mean to guide a ship in the dark? In reality this establishment douche will win the election after all he has some Puerto Rican blood

Well they can't vote and in this area it primarily is legal immigrants, many of which have been there for quite awhile. Rangel for most of his time in Congress has had a northern Manhattan based district. Redistricting resulted in his district covering a rather large portion of the Bronx, which has shifted the demographics a bit.
