Upstate NY has been the brunt of bad jokes for decades. Which part of upstate are you talking about? Buffalo Metro, Rochester Metro, and Albany Metro do perfectly fine. Buffalo has averaged 4% growth since the recession. Without New York City, New York would still be a battleground / leaning blue state. People forget that.

Yes to the one poster Coumo is a leftie. As far as the new jobs program it is relegated to the university districts and as posted above they are only looking for very specific businesses. They are mostly looking to rent rooms not buildings at the new medical center - primarily research. Being it is affiliated with the University of Buffalo - it's nothing more than something Coumo can put in the new college manuals to lure students to the NY State Universities. The one here in Buffalo is located in one of the worst areas of town.
Cuomo is a Republican with a (D) next to his name. The only difference between "New" Democrats (Cuomo, Rahmmy, Clinton) and Republicans are irrelevant social issues. Cuomo is a big money corporate statist that wants to frack in New York.
Tax breaks don't create jobs. Demand does. And money in the hands of the Middle Class creates that demand! If I own a widget factory that employs 300 people and I suddenly get a big tax break, I'm not going to hire more workers until demand for widgets goes up.
That said, an overburden of taxes on corporations certainly can encourage them to located elsewhere.

Pretty Much. There is obviously a point of diminishing returns and a balance is necessary.
Whatever the amount of taxes it should be on a level playing field with the taxpaying workers.

I'd agree and they could be locating overseas. One of the benefits of a flat sales tax on the product is it doesn't matter where it's produced, it can't escape the tax even if it's foreign company.

And I watched as one company after the other downsized or closed it's doors and laid off hundreds of people at a time.
I watched as the domino effect took it's toll, causing smaller business's and vendors who contracted to the bigger companies to lay off dozens of people at a time, over and over again. IBM alone is a shadow of its former self.
I watched this play out year after year until finally, I had enough and left for greener pastures, like many of the employers and thousands of other residents like me did.
As much as I love my home state of New York, the fact is you cannot get blood from a stone.......and New York State is a vampire.

Well that would explain the doom and gloom sentiment you have about New York State. Like I said, Buffalo, Rochester, Albany, and NYC (obviously) have been stable and / or growing since the recession. Rochester and Buffalo Metros both have added population since the recession. Buffalo is averaging ~4% growth. I know, stupid liberals.
