Stop acting like the purpose is anything other than to cause harm to Officer Wilson. They're not offering that reward to shake his hand. It's intellectually dishonest to act like their purpose for finding him is altruistic.
Do you think they would turn in Pookie or RayRay for shooting up a dozen people at a Sat night party because someone knocked a 40 out of their hands?
How about if one of the dozen was a relative?
Even if the bounty was $20K?
