Kansas Bans Poor People From Spending Welfare On Cruise Ships (Reagan, Indiana)

This cruise ship thing seems a tad sketchy. I cannot locate any reference to it in the actual law passed by Congress and signed by Obama in 2012. Have you found something that has eluded me?
It was in the Federal Register posting..either the Feb or May posting. I may have posted a link to the Fed Register page in this thread.
The Fed Register posted comments by other states and that's where the other entities like cruise ships showed up. So other states had listed cruise ships way before Kansas because the Fed Register posting is Feb 2014 and May 2014 with final ruling March 2015.
And Florida has gambling cruises..ship leaves at 6pm..goes 3.5 miles out and then the casinos open until about midnight or so and then the ship goes back to port.
Welfare needs a complete overhaul to prevent fraud. I realize that there are many who do use it as a safety net during hard times until they can get back on their feet but there are also many who cheat the system. Welfare should not be a way of life.
Unless every family member is physically and mentally handicapped such that none of them are capable of performing any kind of work at all, there's no excuse for "a family getting $429 a month."

Notice that it doesn't say "can not," it says "does not."
You need to be real careful before you start using the Bible to justify not helping the poor cause that's a fight you are going to lose. And one more thing- there is no one in the United States receiving TANF benefits who do not have Children in their household.

You originally inferred that it was a federal requirement, now you are back peddling and saying it was in the federal register? I don't think that a comment by a state in the Federal Register does not turn it into a law now, does it?
Like, seriously, why not just do away with welfare so people will actually be forced to get a job to like, seriously pay for their own stuff.
Low/ no skill jobs in the US have been outsourced to cheaper labor markets or eliminated by technology.
Able- bodied, non senior adults , without children, do not qualify for long term welfare programs. Most who receive welfare benefits have minor children, or are elderly and/ or disabled. TANF requires the able- bodied parent to work or engage in training to work at least 20 hours a week. According to The CATO Institute , 80% of these jobs are subsidized by municipal, state or federal governments.

Final regulations are posted in the Federal Register.
They had a call for comments before they made their final ruling with all the verbiage.
They incorporated the comments.
That's how laws are made so I don't understand what you are implying here.
The Federal mandate I referred to was the law to regulate TANF withdrawals, not specifically cruise ships. I did comment that I saw that wording the the Federal Register. I believe the May 2014 publication incorporated the comments from Feb 2014 and specifically said other states includes those other venues such as cruise ships, bail bonds, tattoo parlors, fortune tellers, etc.
And I do recall an article from some time back reporting that some guy used his TANF funds to post bail.
