The problem is he is physically not able to travel to a German consulate, which is required, in order to do that.

Actually my Grandfather had this same problem when his second wife passed who was a German Citizen. It was actually a bit worse since she had assets there and family that suddenly showed up out of the wood work who wanted the house and land she had (and a good sized chunk of her American assets) Grandpa had a legal US will but they showed up with a supposed Germany will.

It took 2 years to sort out. Grandpa and his lawyers (German and American) won when they asked for the relatives part of the MASSIVE medical bills due to her Cancer, home care and hospice time...... they backed off when it was figured out that if they got a share of the proceeds of house and land that it would be wiped out by the bills and they would OWE Grandpa.

Germany has some really odd inheritance laws but they could be used to thus fellows advantage with GOOD lawyers. Problem is those lawyers cost $$$$$.

The bottom line here is that a foreign country can force undue hardship on our citizens (elderly, sick, and disabled US citizen with a fixed income who must travel to Chicago to the German consulate to sign a denial of inheritance/debt) or else have a right in US courts to sue for collection.

This elderly person has been a citizen of the US for well over 50 years. He is not a citizen of Germany. The relative, of whom Germany is attempting to obtain debt coverage for, has been estranged from any family for over 40 years. The debt is from a nursing home bill. This relative was in jail. When he became old and sickly, the German state committed him to a nursing home and is now literally extorting an American citizen to pay the bill!

There is probably a legal aid office near him which would assist him for free.

One has to wonder how many more American citizens Germany will come after to cover their welcoming of refugees, who don't want to work.
