Actually there is a way to solve the rental crisis -- Learn from Tokyo:
Why Tokyo is the land of rising home construction but not prices - FT.com

There are many more new housing units available in Tokyo than the entire State of California. And the price stagnates.

It's a cycle - first the rents go up and all the builders jump in and eventually there is an overbuild and oversupply.

There is a building boom here in LA that the government says hasn't been seen since the 80s

Anyone notice the common theme?

No matter what the reply, there is always something in the way of doing better and finding a way to solve the problem of affordable housing.

From education to zoning, the finger is always pointed at someone else.

Why is that? Why is it never a failure to plan, to have a plan in case that one doesn't work out, a willingness to accept self responsibility for not making better choices yet always demanding actions by others to make up for self imposed deficiencies?

There is a crisis, it isn't in housing but in the idea that government is the solution for housing problems.

Does that explain it adequately?

It isn't my fault that there isn't a bidding war for my work force participation.

That is precisely more or less what Honolulu is doing.

The City Council passed a law last year that if your SFH is in a lot of at least 5,000 sq ft. , you are eligible to build a detached house up to 800 sq ft on your front yard, back yard or side yard or wherever space available on your lot. The owner can either live in the Main unit or detached unit and rent the other unit out.

The City even asked contractors to design model plans and arranged with banks to facilitate loans. All fees are waived for the building permit application on detached units submitted before the end of 2017.

In major cities worldwide, the governments always do something when the housing market loses equilibrium.

Tokyo changed zoning law as I referred in the above post. Sydney banned foreign buyers to invest in certain type of properties and now Vancouver imposes vacancy tax. Singapore built affordable housing to provide 80% to its citizens while Hong Kong about 50%

If London has provided enough affordable housing to its citizens, would they choose Brexit?

There is nothing wrong for the government to play a role in the housing markets in major cities. But rent control is a bad idea though.

Its your fault you are in a job for which demand doesn't support higher wages.

Its your fault you don't change jobs or get more education, obtain additional skills and experience to accomplish it.

Complaining is easier though, no argument there. The effort to improve ones ability to afford better housing isn't easy but it seems some wabt a magic wand wave to make it all better.

Whats next, blame the government the wand waver didn't wave enough?

It is definitely not a cycle. There is not one year going back half a century that rent prices declined. Always they go up. Because multi family housing stopped being built to accommodate population increase in the early 90s rents have skyrocketed. If something isn't done to increase the supply of multi family housing rents will continue to skyrocket and before long the homeless population will go through the roof.
