Rule of law is fundamental to making a profit. By bringing up south sudan you are making my point for me... Nobody invests there because you can't trust the law.

And that is why Mexico is so poor and backwards. Not only is your constitution that of a banana republic, but you don't even enforce it consistently. Its farcical.

Sorry but Seems to me that you haven't read the law.

Artículo 1° Parrafo IX

Artículo 1o.- La presente ley es de interés público y tiene por objeto establecer las causas de utilidad pública y regular los procedimientos, modalidades y ejecución de las expropiaciones.

Se consideran causas de utilidad pública:

You can trust the Law, what you can't is to think that the laws of your country should apply in other ones. that is Imperialism. And we Must Cut imperialism from the head like to a snake.

From article 27:
"Expropriations may only be made when there is a public utility cause."

Now, mexican butthurt might generate a lot of heat, but it doesn't qualify as a public utility.

Right, that Constitutional article give birth to the Law of Expropiation where the Causes of Public Interes (utility) are described.

The constitution is the mother law, the Reglamentary Laws clarify the application of the Constitutional principles.

It is plainly obvious that Americans cannot trust mexican law. You don't respect property rights of foreigners.

American law has nothing to do with this.

It does, as I said, the Law of Expropiation explain how, when, what, of the constitutional article. We call them secundary or Reglamentary laws.

So if mexican butthurt is a public utility, as you claim, it is safe to say mexican law cannot be taken seriously.
