A hijab is not worn until puberty or maybe as soon as or just prior to a child's being subject to sexual objectification by male members of their community. She's 8 so considering that culture I'll give them the benefit of doubt. But even given the family's devoutness I'll bet the decision to scarf the kid is a bit more precocious than the child.

And know that the "baker's exception" is not just aiming for gay weddings. Next we'll see a Christian restauranteur who won't let women with a hijab sit at a lunch counter, and a Christian doctor who won't provide care for a gay couple's child. The wedding services are argument: the goal is license to discriminate at law.
Separation of church and state in a PUBLIC facility.
There is no rule that people can't wear things that adhere to their religious beliefs. Separation of church and state has to do with the government not respecting the establishment of religion, so in the case of public schools, school administration cannot be overtly religious in any action or requirement. However, that does NOT apply to personal expression, such as a student wearing a crucifix or reading from a Koran during free time. Nor should it apply to the hijab.
