No, the decline of the ACA is on the republicans can't spin out of it! When the ACA was passed it was realised things need to be changed and improved put the Dems were blocked at every turn by republicans hoping it would help them repeal it,it backfired on them.Now they must go back to their constituents and tell them how they failed and trump as is his way is throwing them and all Americans under the bus.

What did the Republicans do to block the Democrats from improving the ACA?

The only thing I have seen is Donald Trump say no more stealing from FannieMae/Freddie Mac.

I think that is the most ridiculous strategy ever and ends up with more people suffering...and not all of them liberals.

The idea of politicians and govt. isn't to prove the opposition wrong to say 'I told you so.". The Republicans said they could fix this...then fix it as soon as possible.

What' s happening now is we are seeing that the Republican party can't agree how to fix it and even the fixes being proposed from the divided party do little to reduce your premiums and increase the number of people who can be covered.

This letting Obamacare fail is the only hope of the Republican party calling a win. That's the saddest state of affairs for us voters -- liberal or conservative.

I'm stunned by the emotional, irrational desire just to prove the liberals wrong.

Yet the Democrats remain united against any effort the Republicans make to fix it. There are only a few Republicans that are standing in the way of a fix, but 100% of the Democrats. If the Democrats wanted it to succeed they could by working with the Republicans.

The feds stepped in and helped. If not for the federal regulations, and the feds forcing Flint to fix it, it could still be ongoing with no rule in place to resolve the issue. This is a situation where federal rules were broken and the feds stepped in and forced the local municipality to follow the federal rules. If no such federal rules are in place, then cities can allow the toxic water to stay that way. This is why removing regulations causes problems - because the rules don't have to be followed and they don't have to fix it. With Flint, they were forced to fix it. Thank you EPA.
