If you were born in USA and there's a record of your birth in USA and you have not officially renounced USA or not been officially deported from USA then you are a birthright citizen of USA. I think you wouldn't need to qualify and come to USA as an immigrant, since as a citizen by birthright you are already eligible and entitled to live in USA.

First of all---Ending chain migration doesn't mean that spouses and minor children have to be left behind

Ending chain migration means that an immigrant won't be able to bring in their elderly parents. Nor could they bring in their siblings.

My maternal grandparents came here from Europe in 1921. They brought along with them my grandmother's older, unmarried sister. When they all let the old country, they knew that the odds of ever seeing their widowed mother again were slim to none. After the old country ended up behind the Iron Curtain, any hope they had of seeing their mother again evaporated as the old country became one of the most repressive countries.

If anyone wants to immigrate here, with chain migration off the table (I do hope that chain migration ends!) then they have a decision to make. Do they want to remain in their own country and be near their elderly parents and siblings or do they want to come here? These days, if their parents miss them or vice versa, plane travel is available for visits.
