That's not how it works. I work for a county government. The chief executive of the county does not have the authority to fire me, because he is not my boss, even though he is technically "above" me in rank (and also part of the executive branch).
Same with any branch of government. The president does not have the authority to fire any random staffer, because he is not technically their boss.
In the digital age, Mueller's 10 months of investigation along with Comey's year is equivalent to over 5 years of investigation in Nixon's time. It's looking like collusion was fake news but they're still going for obstruction.
