What a freak, no stranger should be putting their hands on another person's child to 'discipline' them (doesn't seem like the child was doing anything more than asking for candy here anyways).

Taking the law in hand isn't the lesson people should be teaching others, especially when children are present. We need to be tolerant of others. Ask for an apology.
This is an issue that can be hugged out if not escalated.
